In other words, there is a small, but powerful group of people, the “toms”, who have managed to recruit the best players to use their powers and take over the world.

If a player can be trusted to do the right thing, then that player will have a good chance of getting the job done. With a toms, however, it’s a different story. There are players who are on the same team, and they need to do the right thing to be able to do the job.
