Redguard names are unique in Tamriel because of the influence their culture has on them

The name is tied to a person’s birth, so what you’re called depends on when and where you were born “S’rath” (as pronounced with the Elvish accent) simply means “birth” It is common for people from Hammerfell not to use surnames or family names unless they come from high nobility.
